AN ORDINANCE DECLARING AS MANDATORY OBLIGATION OF DOG OWNERS TO SHOULDER THE COST OF MEDICATION OF DOG BITE VICTIM OR VICTIMS AND PRESCRIBING MEASURES TO PREVENT BITING INCIDENCE BY STRAY DOGS.
