AN ORDINANCE REGULATING MAHJONG AND BILLIARD GAMES: TOTAL PROHIBITION FOR MINORS, PARTIAL PROHIBITION FOR STUDENTS AND IMPOSING PENALTIES FOR VIOLATION THEREOF
